DETAILS:     The Allen County Drug Task Force and Allen County Sheriff’s Department SWAT Team served two search warrants ending a two-month investigation into a large scale heroin trafficking operation taking place in Allen County.  Detectives arrested Norman H. Caldwell, M/B/63 and James McKinley, M/B/63 after making several undercover purchases of heroin from the men.  After a controlled buy on 10/15/2008, Caldwell was arrested by detectives from the Allen County Drug Task Force and was found to be in possession of over $700.00 of controlled currency used during the drug buys along with a large amount of additional currency.  Search warrants were then served on two residences belonging to Caldwell, one in the 2400 block of Calhoun Street and another in the 4500 block of Jason Drive.  Detectives discovered an additional 3.5 grams of heroin during the search. Caldwell is currently on Federal Probation for a prior weapons charge.  Both men are confined in the Allen County Jail, each charged with three counts of Dealing a Schedule 1 Controlled Substance (Heroin) and possession of Heroin.  More arrests are expected.
