Allen County Jail General Information

Jail Rules

MAIL
Mail delivery for the inmates is between 2:00 p.m. and 10:00 p.m., Monday through Saturday. Pictures, cards, photographs or graphics of any kind are not accepted at the Jail and are returned to sender whenever possible. Letters or messages brought directly to the jail will not be delivered. Mail is always checked for contraband, but will not be censored. Indigent inmates are provided with materials and postage for two letters per week free of charge.

TELEPHONE
Telephones are available in the general population cellblocks and can be used from 7:00 a.m. until 9:00 p.m. This privilege may be denied and is not available for inmates serving disciplinary time. All local calls are charged to the called party at the rate of $1.95 for the first fifteen minutes.

COMMISSARY
Smoking is not allowed at the Jail, however, inmates are allowed to purchase writing materials, personal hygiene and food items from the Jail Commissary.

HEALTH AND MEDICATION
Sick call is held daily at the Jail and inmates are required to pay a minimum fee for services and prescriptions. Indigent inmates will not be withheld treatment, however, a negative balance will be held against their account. Indigent inmates will be provided with the minimum necessary healthcare items weekly. Only prescription medication that has not been opened will be accepted at the Jail. It will be given to the Jail medical staff for confirmation with the attending physician and dispensed accordingly.

FINANCIAL TRANSCATIONS
Currency in a cellblock is considered to be contraband, but inmates are allowed to keep money on an account at the Jail. This money may be used to pay fines or bond, and may only be dispensed outside of the Jail to the inmate’s attorney. No personal checks will be accepted. However, payroll checks drawn on an account at a local bank or cash will be accepted for deposit on an inmate’s account.

CLOTHING
One set of clothes may be delivered for an inmate if they are scheduled for a jury trial one day prior to scheduled trial date.

MEALS
Inmates are served meals 3 times a day including weekends and holidays. A menu utilized that meets the registered daily allowance for those leading a moderately active lifestyle. The daily average calorie count for the menu is not less than 2,800 calories. Meals are never withheld as a disciplinary measure.

READING MATERIAL
Inmates are provided reading material from a library maintained by the Allen County Jail Chaplaincy Board. Volunteers visit each cellblock weekly with a book cart from this library. Inmates are not allowed books from outside the Jail with the exception of those mailed in as softbound legal material.

RELIGIOUS SERVICES
The Allen County Jail Chaplaincy Board has renovated a portion of the Jail to the used as a chapel for religious services. Two services are held two nights a week. Due to the high population, inmate church services rotate through a two-week schedule according to block assignment. Pastoral visits for inmates are scheduled upon request.

EDUCATIONAL AND REHABILITAIVE SERVICES
G.E.D. classes are held twice weekly in the afternoon. A substance abuse and domestic violence awareness class is also offered daily at the Allen County Jail. Applications for both classes are available through the Chaplain.

PRIVLEGES AND PROGRAMS

HIGH LEVEL 1

No in-house program participation. Only restricted commissary. No phone or TV privileges. Visitation limited to legal counsel only. Only religious reading material. One hour out-of-cell activity per day, if no serious security concerns present.

CLOSE LEVEL 2

May participate in in-house programs decided on a case by case basis. Commissary limited to maximum $10 per order with limited items. TV and phone limited to 2 hours in the morning and 2 hours in the afternoon. Dayroom access only during that time. Visitation limited to once every 4 weeks. No recreation time.

MEDIUM LEVEL 3 & 4

May participate in all in-house programs. Standard access to dayroom, phones and TV. Visitation once every other week. No limit on standard commissary items not exceeding $15 per order. Recreation time as scheduled.

MEDIUM LEVEL 5

Same privileges as Level 3 & 4. May be considered for trustee program or pre-trial release program. Commissary not exceeding $20 per order.

MINIMUM LEVEL 6

Same privileges like Level 5 plus additional commissary items with a limit of $30 per order. Extra time for TV and use of phones. Extra recreational time. Maybe b considered for trustee program.

MINIMUM LEVEL 7-9

May have all the privileges of Level 6 and may participate in work release program. May be considered for all alternatives to incarceration programs.

ALLEN COUNTY JAIL VISITATION RULES

Visitors must be at least 18 years of age and have a valid photo ID. No firearms, pocket knives, lighters, no unattended children are allowed in the Jail lobby. No purses, handbags, cellular telephones or electronic equipment will be allowed in the visitation area. All visitors are subjected to search at any time. All visitors are “non-contact.”

DRESS CODE:
Females – No shorts, short dresses, halter tops, sleeveless blouses, t-shirts or bare midriff type clothing.
Males – No shorts or tank tops.

Shoes must be worn at all times and all hats must be removed when entering the building.
